Most days we can reach a Capitola address within a few hours, because the office is only a couple of miles away. Anything actively leaking or backing up gets an after hours visit. Evening and weekend calls carry a surcharge, and members of our annual plan pay none of it.

What the annual plan changes

What we find in Capitola homes

The median Capitola home was built in 1975 and 63 percent of the housing stock predates 1980, with the largest single group going up in the 1970s. Copper supply piping and cast iron drainage were both normal that decade. Copper generally ages well. Cast iron drainage does not, and it sits on the sanitation district’s own list of materials it considers inadequate, so in Capitola the age of a house is more often a drainage argument than a supply one.

We are not going to publish a figure for how many Capitola homes still have galvanized supply pipe, because nobody has measured it. A third of the housing here predates 1970, and when we open a wall in that vintage we look at what the pipe is made of first.

Who actually owns the pipe

Eleven percent of Capitola’s housing is mobile homes, roughly triple the share of most Bay Area cities, and only 37 percent is single family detached. So a lot of Capitola plumbing questions turn out to be questions about who owns the pipe: you, a park, or an HOA. That answer decides who pays and who can authorize the work, and it is better settled on the phone than on the day.

Water heaters, and why
Capitola gets through them faster

If you replace water heaters more often here than you did somewhere else, that is not bad luck.

Soquel Creek Water District, which serves most of Capitola, publishes hardness by area. The band running roughly from 41st Avenue to Park Avenue measures 150 to 370 parts per million, or 9 to 22 grains per gallon, which is the highest top of range figure anywhere in the district. Those area figures date from 2017, the most recent breakdown the district publishes by location. District wide across 2023 to 2025 the average was 214 milligrams per liter, about 12.5 grains, and the district calls its own water hard to very hard.

Hardness is an aesthetic characteristic rather than a health one, and there is no drinking water standard for it. What it does is deposit scale, and scale shortens the life of a tank, clogs a tankless heat exchanger and stiffens a mixing valve. A tankless unit in this band needs descaling more often than the manufacturer’s default interval, so if nobody has descaled yours, start there.

Softeners are worth considering, with one caveat we would rather you heard from us. The district’s water already averages 48 milligrams per liter of sodium and a conventional ion exchange softener adds more, so if anyone in the house is on a sodium restricted diet, have that conversation first.

We install and repair tank, tankless and heat pump water heaters. If yours is over ten years old, decide now rather than in an emergency, because the emergency version is always a like for like swap and never the one you would have chosen.

Capitola permits, and what they actually cost

Capitola runs its own building division rather than contracting to the county. The counter is at 420 Capitola Avenue, applications go in electronically through the city portal, and the counter is open mornings, Monday to Thursday.

From the city’s Fiscal Year 2026 to 2027 fee schedule, effective 1 July 2026: a residential water heater replacement is $125 flat, one line and one number with no valuation arithmetic. A solar hot water heater permit and a greywater system permit are both $0. Everything else is priced off the value of the work, so a job valued between $2,001 and $25,000 starts at $218.60 for the first $2,000 and adds $18.47 per additional $1,000, before the city’s percentage fees. A repipe is arithmetic rather than a flat fee, and any contractor quoting a round permit number for one has guessed.

The detail worth knowing before you choose equipment is the combination permit. Work falling under two or more model codes is charged at 1.5 times the standard table, and plumbing and electrical are separate codes. Replacing a gas water heater like for like is plumbing. Converting to a heat pump water heater that needs a new circuit is plumbing plus electrical. Permit cost is not the reason to pick one over the other, but it is a real difference and better heard from us than found on the invoice.

Two things the city allows that people do not realize. Small repairs need no permit at all: stopping a leak, clearing a blockage, repairing leaks in pipes, valves or fixtures, and removing and reinstalling a toilet where nothing is replaced or rearranged. The line is concealed piping, and replacing that with new material does need a permit. And emergency replacement may begin at once under the city’s own rule, with the application filed by the next business day. If your water heater fails on a Friday night, nobody waits until Monday for permission to start.

Where Capitola stands on heat pump rebates

Capitola is a member community of Central Coast Community Energy, which runs rebates on heat pump water heaters for addresses in the city. We are deliberately not printing amounts here, because the eligibility rules and figures move from one cycle to the next and a number on a web page outlives its accuracy. Ask what is current when you call and we will check it that day.

Two conditions catch people out and both are stable enough to publish. The heat pump has to replace a gas, propane or wood appliance, so a dual fuel system with gas backup does not qualify. And proof of permitting is required, which ties the rebate straight to the permit some homeowners are tempted to skip.

The Capitola sewer lateral rules, and the three that have nothing to do with selling

Your sewer lateral is the pipe from your house to the public sewer. In Capitola it is regulated by the Santa Cruz County Sanitation District, not by the city, and the district boundary explicitly includes Capitola. That catches people out on its own: your plumbing permit comes from Capitola and your lateral approval comes from the county.

Most people know about the trigger that fires when you sell. There are four, and only one of them is a sale.

Selling. Before close of escrow, a property with a lateral more than twenty years old that the district has not inspected and approved in the past twenty years has to be video inspected by a licensed plumber. The seller is responsible and it does not transfer to the buyer by default, though a signed Transfer of Responsibility form moves it and the buyer then has 90 days from district acceptance. A video is valid for one year from recording, and the district takes ten working days to return comments.

Remodeling. This is the one that catches people mid project. The district requires a lateral video before it will permit a remodel or addition, unless the lateral was built and inspected within the last twenty years, or unless the remodel adds neither square footage nor plumbing fixture units. A Capitola bathroom or kitchen remodel that adds a fixture triggers a lateral inspection.

Connecting anything new. An existing lateral can only be connected to after a video shows none of the listed defects. If you are adding an ADU, this is your trigger.

Every ten years, regardless. The code requires building owners to have the lateral video inspected by a licensed plumber at minimum every ten years, whether or not anything is being sold, remodeled or connected. The videos and reports stay with you and have to be produced if the district asks.

A fifth rule is not a trigger but changes how an ordinary drain call works here. The code requires annual cleaning of the private system, with the district notified at least 72 hours ahead to approve it. If the cleaning answers a clog rather than routine maintenance, the district has to be told as soon as the decision is made. An older county handout says every 18 months. The current code says annually, and that is what we work to.

What the district will make you fix, if the video finds it: obstructions, root intrusion, offset or leaking joints, cracks, breaks, significant sags, failed cleanouts, and older pipe materials it considers inadequate. It names those materials, and two of them are common in homes of Capitola’s age: Orangeburg and cast iron, along with asbestos cement.

Two exemptions apply to a lot of Capitola. Mobile homes in parks under state HCD jurisdiction are exempt, while a manufactured home on its own parcel is not. Condominiums and PUD townhomes where the HOA controls the shared collector line, and confirms in writing that an owner cannot repair it, have the requirement waived for that owner while the district takes it up with the HOA. Townhouses on their own parcels fronting a public street are treated as detached houses.

There is no rebate. The county runs no lateral incentive program. You may come across a rebate application offering up to $1,000 for lateral work in this area, and that is the City of Santa Cruz program, which a Capitola address cannot claim. Better to hear it now than to budget around it.

On the permit itself the news is better than people expect. The county’s Sanitary Sewer Connection Permit for lateral repair costs nothing. The repair costs money. The permission does not.

One practical note on who can do the work. Anything on your own property can be done by any licensed contractor. Work in the public right of way needs a contractor covered by the county’s pre approved blanket encroachment permit, or one who gets county approval first, and laterals frequently run into it. Ask anyone bidding the job which of those applies to them before you sign.

I give high praise to Bellows for performing three different jobs in succession. First, after being called to have a look, a Bellows troubleshooter recommended we replace our 40-year-old central furnace. We opted to respect his professional judgement. Do I need a sewer lateral inspection in Capitola if I am not selling?

Often yes. The Santa Cruz County Sanitation District, which covers Capitola, requires a video inspection every ten years regardless of any sale. It also requires one before a remodel that adds square footage or plumbing fixture units, and before connecting any new structure such as an ADU to an existing lateral. Selling is only one of four triggers.
