Central Coast Community Energy, which now trades as 3CE, still pays rebates for replacing a gas appliance with a heat pump. It serves Santa Cruz, Monterey, San Benito and San Luis Obispo counties.
Under the rebate table 3CE put in place on 1 October 2026, its Electrify Your Home program pays:
- $2,000 for a heat pump HVAC system, or $3,000 if you are income qualified
- $1,000 for a heat pump water heater, or $1,250 income qualified
- $400 for an induction cooktop or range, or $500 income qualified
- $500 for pre-wiring, or $750 income qualified
- $150 for a portable heat pump space conditioner, renters only, or $200 income qualified
- Multifamily projects are capped at $100,000, or $150,000 income qualified, for the lifetime of the program
Three of these amounts changed on 1 October 2026. The income qualified water heater rebate came down from $1,500, pre-wiring came down from a flat $1,000 at either tier, and the induction cooktop went up from $300. If you are working from a figure you saw earlier in the year, check it against the list above.
Eligibility requirements
• You must be a confirmed 3CE customer
• The project must be permitted and meet Title 24 code and/or NEEA Tier 3
• The installing contractor must hold an active CSLB license number
• Installs qualify only when gas or propane equipment is converted to heat pump equipment. Electric resistance to heat pump conversions do not qualify, and you do not need existing air conditioning
• Income qualified means enrolled in CARE or FERA, which 3CE describes as a household income below 200% of the federal poverty level. If you are not enrolled, 3CE will also accept tax documentation showing your household size and gross annual income, measured against the income thresholds it publishes on its own eligibility tab
The deadline, and what changed on 1 October 2026
3CE replaced this program design on 1 October 2026. The program did not end. 3CE published the new design that day, with terms and conditions carrying an effective date of 1 October 2026.
The deadline that applies now. Applications for equipment installed between 1 August 2026 and 30 September 2027 must be submitted by 30 September 2027. 3CE processes each application under the program design and the terms and conditions in force on the day the application is submitted, not the day the equipment went in.
If your equipment was installed in August or September 2026 and you have not claimed yet, you have not missed it. That installation sits inside the window above, and the 30 September 2026 date that applied to earlier installations does not apply to it.
Applications for equipment installed before 1 August 2026 had to be submitted by 30 September 2026, and that date has passed.
Limits run per fiscal year: one project per site for the water heater, the induction cooktop and the portable unit, one project per site for heat pump HVAC covering up to two outdoor units, and one appliance per site for pre-wiring. 3CE words the water heater and HVAC limits as one per electric account on its eligibility tab and as one per site on its rebate table, so if your address and your electric account are not one to one, ask 3CE which applies. Pre-wiring has to be claimed alongside a heat pump HVAC, heat pump water heater or induction cooktop and range rebate, and it cannot be paired with a portable heat pump space conditioner.
What is no longer available
TECH Clean California, which used to layer on top of these rebates, has been fully reserved since November 2025. The federal 25C tax credit expired for equipment placed in service after 31 December 2025. Neither is part of the picture for a new installation.
